Amendments to the Heat Networks legislation came into effect on 27th November 2020.
The changes include the release of a cost-effectiveness tool developed by BEIS, allowing operators of currently unmetered networks to assess whether or not they are required to install metering devices. In relation to that, the amendments will introduce new building classes (viable, open, and exempt) and stipulate that the cost-effectiveness tool will need to be completed in respect of all buildings that have unmetered networks. The Amendments will also include the clarification of ongoing responsibilities, such as customer billing.
